Roberta Maggi

Associate Fellow

Roberta Maggi is a development practitioner experienced in operationalizing international development assistance, program management, and technical analysis, with a focus on North Africa and specifically Libya. Her expertise lies in designing and managing governance and reform initiatives at both institutional and community levels, particularly in conflict-affected and hybrid security environments. She specializes in good governance, institutional reform, change management, ceasefires and security arrangements, community safety, oversight, and accountability. Her work has included leading multi-stakeholder dialogues, advancing security sector reform, and producing practitioner-oriented knowledge products to advance sustainable peace and stability.

Prior to joining CARPO as an Associate Fellow, she worked as a Programme Manager for the Geneva Centre for Security Sector Governance (DCAF), where she was in charge of the Centre’s Libya portfolio. Throughout her time at DCAF (2018-2024), she also supported the Centre's work beyond Libya, notably in Tunisia, Yemen, Lebanon, Iraq, and Palestine. She holds a master’s degree in International Relations and Political Science from the Geneva Graduate Institute, as well as a bachelor’s degree in International Relations from the Department of War Studies at King’s College London. Her research has been published by several outlets, including DCAF, the European Council on Foreign Relations (ECFR), the Italian Institute for International Political Studies (ISPI), Crisis Response Council (CRC) and Arab Digest.
